Opposition groups called for a boycott of the by-elections in protest of the election, saying it was "unconstitutional".
Senior opposition politicians are facing trial in court after boycotting the October 31 election and forming their own government.
Ouattara has said he is ready for talks with opposition politicians to calm the political heat in the country, which produces the largest cocoa crop in the world.
"I would like to emphasize that I am ready for open and honest dialogue based on the law."
He said Outtara in a speech to the nation. He has invited former president Hneri Bedie to a conference in recent days.
Bedie joined opposition politicians in boycotting the election, as well as forming an alternative government.
Opposition groups called Ouattara a violation of the constitution by running for a second term in office.
Ouattara has insisted that the new constitution of 2016 allows him to start a new phase of governance regardless of the two terms he has served.
Violence erupted in Ivory Coast ahead of the election and even on election day. Thirty-five people have been killed in the unrest.
